Antonio Pérez Valderrama

Director

He is a lecturer in Administrative Law and Public Procurement at the Instituto Superior de Derecho y Economía in Madrid.

Previously, he has been a member of international law firms, such as Martínez Echevarría & Rivera Abogados, with management positions in the Administrative Law Department.

He has recently co-authored the “Manual sobre el Contrato Menor”, published by Editorial Aranzadi.

He is also a lecturer in the Administrative Law Section of Economist & Jurist and Administrativando Abogados. Among other events, it is worth highlighting the training on the possible nullity of administrative sanctions imposed during states of alarm as a result of Covid-19.

He has defended all types of Administrative and Administrative Litigation Law proceedings before any court.

He holds the position of executive director at Administrativando Business School.

María José Amo Gago

Director

After obtaining an extraordinary prize at the University of Cordoba and preparing for the competitive examinations for the judicial and prosecutorial career, she joined Aguayo Abogados, a firm specialising in Administrative Law (now part of Ejaso ETL Global). Subsequently, she joined Garrigues.

As a result of her extensive professional experience of more than ten years, she participates in the guidance and defence of those administrative and administrative litigation procedures of special technical difficulty, both nationally and internationally. She is also a specialist in dealing with administrative litigation appeals, for protection before the Constitutional Court and before supranational bodies such as the European Court of Human Rights.

She has also intervened in administrative litigation proceedings of major social relevance such as the Alvia Case or the challenge to the tender for the centralised purchase of Personal Protective Equipment by the Community of Madrid, among many others.

She holds the position of institutional relations coordinator at Administrativando Business School.

Daniela Pitters García

Director

He earned his Law degree at the University of La Laguna (Santa Cruz de Tenerife).

Throughout his extensive professional career of more than twenty years, he has provided legal advice to prominent companies such as El Corte Inglés, Binter Canarias, Ausbanc Consumo y Empresa, Banco Santander Central Hispano y Loro Parque, SA. 

He has also served as a Senior Associate in the Administrative Law Department at the Montero Aramburu law firm, advising major international and national companies.

He has participated in highly complex legal proceedings in all areas of Administrative and Contentious-Administrative Law, as well as in any type of judicial instance, including the Supreme Court, Constitutional Court, Court of Justice of the European Union, and the European Court of Human Rights.

David Muñoz Zapata

Holding a Doctorate in Law from the University of Castilla-La Mancha, with the thesis titled “Study and proposal for the revision of prerogatives in administrative contracts,” which was awarded summa cum laude by the appointed tribunal.

Additionally, he has completed a Master’s in “Fundamental Rights and Public Freedoms” and a Master’s in “Public Contract Law” at the University of Castilla-La Mancha.

He boasts eighteen years of professional experience, balancing roles in both the private sector, in the fields of legal practice and legal consultancy, and in the public sector, serving in positions within the Ministry of Education, Culture and Sports and the Ministry of Economy, Business, and Employment of Castilla-La Mancha.

He also has extensive experience in the field of Sports Law, having been the Secretary of the Sports Discipline Committee of Castilla-La Mancha for six years and the Secretary of the Regional Sports Council of that Autonomous Community. Similarly, he was the author of the Preliminary Draft of Law 5/2015, of March 26, on Physical Activity and Sports of Castilla-La Mancha.

In the realm of teaching, he is a professor in various Master’s and postgraduate degrees in Administrative Law at the University of Castilla-La Mancha and has taught several courses for public employees of the Provincial Council of Toledo and the Regional Government of Castilla-La Mancha.

Lastly, in the field of Administrative Law research, he has participated in several conferences and seminars and has published half a dozen works in different formats.

Returning to the practice of law with Administrativando Lawyers after serving as a deputy in the Cortes of Castilla-La Mancha in its 10th Legislature, during which he contributed to the drafting of twenty-four laws.

Gustavo García - Villanova Ferrón

After obtaining a Law degree from the University of Granada, he prepared for the competitive exams for the Senior Corps of Civil Administrators of the State, passing several eliminatory exams in various convocations.

He completed a dual Master’s in Legal Practice and Advanced Studies in Public Law at the Carlos III University of Madrid.

He participated in the National Audemak Project, of the Ministry of Science and Innovation, conducting a doctrinal and jurisprudential study on automated administrative decisions.

He has been part of the Administrative and Contentious-Administrative Law Area of top-tier national and international law firms, specifically Broseta Abogados, and later joined Montero Aramburu (Madrid office) in the Public and Regulatory Law department.

He has profound knowledge and practice in all disciplines that are part of Administrative and Contentious-Administrative Law, leading the defense of all types of administrative and judicial appeals in the field.

Javier Cabrera Arévalo

Javier Cabrera has over fifteen years of professional experience in Administrative and Contentious-Administrative Law, serving both private organizations and numerous Public Administrations.

Throughout his career, he has held positions of responsibility in top-tier international law firms such as Ejaso, ETL Global, and Andersen, within their respective Administrative and Contentious-Administrative Law departments, covering nearly all areas of this discipline.

Among other specialties in the field, he has extensive knowledge in local law, telecommunications, public procurement, mining, energy, environmental law, electronic administration, and port law.

In the law firms where he has worked, he has coordinated teams and led highly complex legal proceedings before all judicial instances, both in Spain and Europe.

Additionally, he has contributed to the drafting of numerous publications in specialized journals related to this field.

Gertrudis Ramos Martínez

Graduate in Law and Diploma in Management and Public Administration from the University of Seville. In both degrees, she obtained the Extraordinary End of Degree Award.

She prepared for competitive examinations for the Scale of Local Administration Civil Servants (Habilitados Nacionales), acquiring extensive knowledge in both general and sectorial Administrative Law.

She completed her training by obtaining the title of Specialist in Public Law and Expert in Public Procurement, from the National University of Distance Education (Universidad Nacional de Educación a Distancia).

Subsequently, she joined the law firm specialising in Public Law, Pérez Moreno, as a lawyer, and then joined the team of the Administrative Law department of Andersen. Later on, she will lead Ramos Martínez Abogados as Partner – Director.

She is also studying for her doctorate in the Administrative Law programme at the University of Seville.

During her long career, which exceeds ten years of professional practice, she has participated in Administrative and Administrative Litigation Law proceedings of all kinds and before all instances. He has assisted important companies, Public Administrations and individuals.

Amongst the many other matters specific to his speciality, he has intervened in complex cases of asset liability, town planning, administrative sanctions of all kinds, public procurement, regulated sectors, water, mines and the environment. He has also worked on civil service, subsidies, compulsory expropriation and fiscal and tax law.

Elena Molino Fernández

After an extraordinary academic career at the University of Navarra, for more than six years of practice, she has worked for national firms specialising in Administrative and Administrative Litigation Law.

Throughout her professional experience, she has been involved in the guidance and defence of all types of administrative and Administrative Litigation proceedings. She specialises, among other areas of the discipline, in cases related to water, mining, energy and environmental law.

She has extensive experience in the litigation phase and at all levels before the Administrative Litigation Courts and Tribunals. Mainly in proceedings of particular importance and technical difficulty.

She is a lecturer and academic counsellor at the Administrativando Business School.

Cristina Huéscar Carrión

After graduating in law from the University of Malaga and preparing for the competitive examinations for the Tax Technical Corps, she joined the Administrative Law Department of the well-known firm Roca Junyent – Gaona, Palacios y Rozados Abogados, where she has been practising for the last five years.

Throughout her career, she has advised individuals, important companies and Public Administrations, both in administrative proceedings and before any of the Courts and Tribunals of the Administrative Litigation Jurisdiction.

She has participated in the defence of administrative and litigation proceedings of all kinds, highlighting, among other disciplines, planning law, public procurement, fiscal and tax law and environmental law.

She has extensive training in his speciality, including a Master’s Degree in Economic and Territorial Regulation (focusing on spatial planning, town planning and the environment) taught by the University of Malaga.

Adela Merino León

After working for other firms where she acquired a solid legal background, Adela joined Administrativando Abogados, participating in the defence of all types of administrative law proceedings.

Among other matters, she intervenes in procedures related to water law, civil servants, asset liability, administrative sanctions, public procurement, planning law and all kinds of administrative litigation appeals.

In addition to advising national and international companies, she participates in the defence of countless Public Administrations and Public Authorities.

She has also been in charge of the design and preparation of different teaching sessions on Administrative Law at the Administrativando Business School.

Nuria Carrasco Sánchez

After studying Business Administration and Management at the Faculty of Economics and Business Studies ETEA (currently Loyola), during more than twenty years of professional practice, she has been in charge of financial and accounting management in national and international companies dedicated to different sectors of activity.

At the same time, in many of these companies, she has been responsible for carrying out institutional representation functions.

Blanca Sánchez Martínez

Communicatins Manager

Blanca Sánchez Martínez, passed the competitive examination for a Journalist position at the Ministry of the Presidency of the Government of Spain. However, she declined her first appointment to lead the Communication Department at Administrativando Lawyers.

Holding a degree in Journalism from the Complutense University of Madrid and a Master’s in Digital Communication from San Pablo CEU University.

Previously, she had worked in public service communication, as well as being a coach for competitive exams of different territorial levels and subgroups. Moreover, she has taught classes with the State Public Employment Service and coordinated Inforadio, the radio station of the Complutense University of Madrid.

In addition to her professional connection to the Public Sector, in the private sector, she has worked in national and international media, mainly in radio and television, both Spanish and Arabic.

The professional is fluent in several languages, notably English, Italian, and Arabic, which has enabled her to provide consultancy in various fields where proficiency in these languages is essential.

Carlos M. Felipe Baez

Lawyer with more than a decade and a half of professional legal practice in the Dominican Republic, dedicated to strategic litigation.

He holds a Diploma in Public Procurement from the Gaceta Judicial.

He has a broad experience in the legal practice ranging from paralegal in the Public Prosecutor’s Office of the National District, three years as bailiff appointed by the Supreme Court of Justice and Advisor to the Purchase and Contracting Committee of the Ministry of Public Health. He has led litigations for various prestigious law firms in the Dominican Republic.

He is also a lecturer at Business Schools and Universities in the Dominican Republic. Additionally, he participates in the television programme “Derecho y más actualidad jurídica”.

Durval Tiago Ferreira

Lawyer specialized in Administrative Law; Researcher and professor at the Centre of Studies in European Union Law (CEDU) – University of Minho, Braga, Portugal.

He is an arbitrator in administrative matters of the Administrative Arbitration Centre (CAAD). Furthermore, he is a member of the Ibero-American Network of Public Procurement (REDICOP) and member of the Spanish Observatory of Public Procurement.

He holds a Postgraduate and a Master’s Degree in Public Procurement Law at the Catholic University of Porto and at the University of Minho. He is a PhD student in Public Procurement Law at the University of Minho.

Javier Ernesto Sheffer Tuñón

Javier Ernesto Sheffer Tuñón graduated from the University of Panama in 1994.

He was a civil servant for almost 17 years, holding various positions in the Judicial Branch, the Public Prosecutor’s Office and the Executive Branch. He was State Legal Advisor in the Office of the Administration Attorney (1993-1998), Assistant Magistrate of the Third Chamber of the Administrative Litigation of the Supreme Court of Justice (1999-2007), and Director of Legal Advice of the Ministry of the Presidency (2009).

He was consultant at the Oficina del Casco Antiguo (Office of the Historic Centre) and the National Land Programme (2008-2009). He has been a Professor at the Universidad del Istmo (University of the Isthmus), since 1998, where he taught Administrative Law and Administrative Procedural Law, until 2017. Since 2010, he has been working on matters related to Administrative Law.

He is a member of the Ibero-American Forum of Administrative Law (FIDA) since its creation in Bolivia in 2002 (being a signatory of the bylaws); the Ibero-American Association of Public and Administrative Law “Profesor Jesús González Pérez”, set up in Mexico in 2000; the International Association of Administrative Law (AIDA); the Latin American Group for Public Administration (GLAP), being a signatory of the bylaws in 2010; and Honorary Member of the Dominican Association of Administrative Law (ADDA). He was appointed Member of the Academic Council for Ibero-American Affairs, as well as Visiting Professor of the Institute of Public Administration of Spain (INAP), and Honorary Guest of the City Council of Xalapa, State of Veracruz, Mexico.

He has been lecturer at various congresses and seminars on Public Law, particularly on Administrative Law, in Panama. Abroad, he has delivered lectures in Mexico, Argentina, Guatemala, Dominican Republic, Puerto Rico, Bolivia, Spain, Colombia, Ecuador and Costa Rica (between 2002 and 2016). He has written a vast numer of legal articles in local newspapers, as well as national and international journals on Administrative Law.

He is the author, among other doctrinal works, of the following monographs:
“El procedimiento administrativo en Panamá” (2002). It is a socio-legal essay on the General or Common Procedure Law (Law 38 of 2000) (Edited by Sistemas Jurídicos); “Estudios de Derecho Público” (2006). This is a compendium that systematically brings together several updated and complemented legal issues, written between 1996 and 2006 (Editorial Cultural Portobelo); “Constitucionalización del derecho a la información, su acceso y tutela” (2006). It is a critical study about the entitlement to information, not only from its variant as a constitutionally established freedom, but also regarding the protection of what is known as personal data by other legislations, on the occasion of which the constitutional procedural guarantee of habeas data is addressed.
