Ernesto Jinesta Lobo
Ernesto Jinesta is a lawyer specialized in Administrative and Constitutional Law, with an extensive experience of more than 30 years of professional practice and deep knowledge.
He worked for 30 years in the Judicial Branch, as a former Contentious Administrative Judge, former High Contentious Administrative Judge, former Magistrate and former President of the Constitutional Chamber of the Supreme Court of Justice.
He was co-drafter of the current Code of Contentious-Administrative Procedure, as well as several legislative reforms to Constitutional Jurisdiction Act.
Biography
He holds a PhD from the Complutense University of Madrid (UCM) in Administrative Law (1995) and a specialisation in Constitutional Law from the Centre for Political and Constitutional Studies in Madrid (1993).
His extensive knowledge has been recognised with two national awards, the “Alberto Brenes Córdoba” awarded by the Costa Rican Bar Association (1995) and the “Ulises Odio Santos” awarded by the Supreme Court of Justice (1999).
He is currently the president of the Costa Rican Association of Administrative Law and the Costa Rican Academy of Law.
Education and experience
His knowledge and experience has been internationally recognised, and has granted him the status of member of several organisations, such as the Ibero-American Forum of Administrative Law (FIDA), the International Institute of Administrative Law (IIDA), the Ibero-American Network of Public Procurement (REDICOP), the Ibero-American Institute of Constitutional Law, the Ibero-American Institute of Constitutional Procedural Law, the Ibero-American Institute of Procedural Law.
He is Honorary Member of the Administrative Law Associations of Mexico, Dominican Republic, Nicaragua, among others.
He is also a university professor, not only in Costa Rica but also in European and Ibero-American Universities.
Additionally, he has published 24 books and more than 120 specialized articles in legal journals of Costa Rica, Latin America and Spain.
