José Javier De La Hoz Rivero Career

Attorney from the University of Sinú (Colombia), an institution that recognized him as a distinguished alumnus for his contributions to environmental and climate litigation. He holds a Master’s degree in Environmental Law and Territorial Planning and is a Specialist in Litigation against the Administration, Administrative Litigation Law, and Territorial and Urban Environmental Law. He has 25 years of professional experience, 15 of which have been exclusively dedicated to litigation and consulting in these fields.

He has litigated before the Constitutional Court and the Council of State of Colombia in highly complex and high-impact proceedings. Several cases in which he served as counsel established jurisprudential milestones in administrative litigation, Environment, Climate Change, environmental licensing, and ethnic community rights, consolidating a high-impact practice in Colombian environmental and administrative litigation.

Throughout his career, he has practiced in both the public and private sectors. In the public sphere, he participated in the normative structuring of Land Use Plans (POT), acquiring technical-institutional expertise that distinguishes his practice. He has also advised public agencies on particularly complex environmental and urban-territorial litigation.

His career has been recognized with several international awards. He was named one of the 100 most influential Latinos in climate and environmental rights by the organization Sachamama, being the only Colombian lawyer in the group. He was also honored with the Carbon Positive Award 2025 in the category Best Law Firm Professional Services Firm of the Year, granted by Green Cross United Kingdom.

He balances his practice with university teaching, holding chairs in postgraduate and master’s programs at prestigious Colombian universities. He is also a columnist and opinion leader in the media regarding his areas of expertise.

He has expanded his education through an advanced program in environmental justice developed jointly by the Universities of Bologna, Jaén, and Externado de Colombia, and in Renewable Energy Law at the Universidad de los Andes, consolidating an academic profile with Ibero-American reach.

David Muñoz Zapata

Doctor en Derecho por la Universidad de Castilla-La Mancha, con la tesis: “Estudio y propuesta de revisión de la prerrogativa en los contratos administrativos”, que fue calificada con sobresaliente cum laude por el tribunal nombrado al efecto.

Asimismo ha realizado el Máster en “Derechos Fundamentales y Libertades Públicas” y el Máster en “Derecho de la Contratación Pública” de la Universidad de Castilla-La Mancha.

Cuenta con una experiencia profesional de dieciocho años, compaginando puestos tanto en el sector privado, en el ámbito de la abogacía y la asesoría jurídica, como en el sector público, ocupando destinos en la Consejería de Educación, Cultura y Deportes y en la Consejería de Economía, Empresas y Empleo de Castilla-La Mancha.

Igualmente, posee amplia experiencia en el ámbito del Derecho deportivo, habiendo sido, durante seis años, Secretario del Comité de Disciplina Deportiva de Castilla-La Mancha y Secretario del Consejo Regional de Deportes de dicha Comunidad Autónoma. De igual modo, fue el autor del Anteproyecto de la Ley 5/2015, de 26 de marzo, de la Actividad Física y el Deporte de Castilla-La Mancha.

En el ámbito de la docencia, es profesor en diversas titulaciones de Máster y postgrado del ámbito del Derecho administrativo en la Universidad de Castilla-La Mancha y ha sido docente de varios cursos para empleados públicos de la Diputación Provincial de Toledo y de la Junta de Comunidades de Castilla-La Mancha.

Finalmente, en el ámbito de la investigación del Derecho administrativo, ha participado en varios congresos y seminarios y posee media docena de trabajos publicados en distintos soportes.

De la mano de Administrativando Abogados, vuelve al ejercicio de la abogacía tras ser diputado de las Cortes de Castilla-La Mancha en su X Legislatura, participando durante la misma en la ponencia de veinticuatro leyes.

After working for other firms where she acquired a solid legal background, Adela joined Administrativando Abogados, participating in the defence of all types of administrative law proceedings.

Among other matters, she intervenes in procedures related to water law, civil servants, asset liability, administrative sanctions, public procurement, planning law and all kinds of administrative litigation appeals.

In addition to advising national and international companies, she participates in the defence of countless Public Administrations and Public Authorities. She is an Administrative Law professor at Loyola University and serves as a member of the master’s thesis defense committee at the Higher Institute of Law and Economics in Madrid.

She has also been in charge of the design and preparation of different teaching sessions on Administrative Law at the Administrativando Business School.

Nuria Carrasco Sánchez

After studying Business Administration and Management at the Faculty of Economics and Business Studies ETEA (currently Loyola), during more than twenty years of professional practice, she has been in charge of financial and accounting management in national and international companies dedicated to different sectors of activity.

At the same time, in many of these companies, she has been responsible for carrying out institutional representation functions.

María José Amo Gago

After obtaining an extraordinary prize at the University of Cordoba and preparing for the competitive examinations for the judicial and prosecutorial career, she joined Aguayo Abogados, a firm specialising in Administrative Law (now part of Ejaso ETL Global). Subsequently, she joined Garrigues. 

As a result of her extensive professional experience of more than ten years, she participates in the guidance and defence of those administrative and administrative litigation procedures of special technical difficulty, both nationally and internationally. She is also a specialist in dealing with administrative litigation appeals, for protection before the Constitutional Court and before supranational bodies such as the European Court of Human Rights.

She has also intervened in administrative litigation proceedings of major social relevance such as the Alvia Case or the challenge to the tender for the centralised purchase of Personal Protective Equipment by the Community of Madrid, among many others.

She holds the position of institutional relations coordinator at Administrativando Business School.

Natalia Montero Pavón

Tras preparar las oposiciones a la carrera judicial y fiscal, se incorporó al Departamento de Derecho Administrativo de la conocida firma Sanguino Abogados.

Defiende procedimientos de suma relevancia en la totalidad de áreas que configuran el Derecho Administrativo. Entre otras materias, es especialista en aguas, minas, medio ambiente, función pública, responsabilidad patrimonial, expropiación forzosa, contratación pública, urbanismo y procedimientos sancionadores. 

Igualmente, interviene de forma regular ante la jurisdicción de lo Contencioso – Administrativo en todas sus instancias. 

Asimismo, compagina su labor como docente impartiendo puntualmente máster class sobre derecho público en la Universidad Loyola Andalucía. 

También ha asumido la dirección y orientación de diferentes cursos de experto en Derecho Administrativo, principalmente en las materias de responsabilidad patrimonial, expropiación forzosa y contencioso – administrativo. 

Ostenta el cargo de coordinadora académica en Administrativando Business School.

Antonio Pérez Valderrama

He is a lecturer in Administrative Law and Public Procurement at the Instituto Superior de Derecho y Economía in Madrid.

Previously, he has been a member of international law firms, such as Martínez Echevarría & Rivera Abogados, with management positions in the Administrative Law Department. 

He has recently co-authored the “Manual sobre el Contrato Menor”, published by Editorial Aranzadi. 

He is also a lecturer in the Administrative Law Section of Economist & Jurist and Administrativando Abogados. Among other events, it is worth highlighting the training on the possible nullity of administrative sanctions imposed during states of alarm as a result of Covid-19. 

He has defended all types of Administrative and Administrative Litigation Law proceedings before any court.

He holds the position of executive director at Administrativando Business School.
